As previously commented, economics 101 should be a minimum requirement, together with basic maths and reading comprehension, while some real world experience would be nice. Strict prohibition on political science majors, former parliamentary staffers and union activists would be nice, together with strict term limits.
Term limits is actually quite an achievable target but you would need to raise a kind of citizen’s party to implement it as none of the present lot would go for it. You know, the turkeys / thanksgiving thing.
I have often wondered how a kind of temporary party would be received. One that was formed for two main objectives- reduce the number of politicians and institute term limits, then step aside and let the rest carry on. I’d like to throw in do away with the Maori seats too. (making three main objectives)
How about using your idea for the purpose of creating a proper constitution, in which those things are arranged, together with other items like a balanced budget obligation at a given maximum percentage of GDP, a sound separation between government branches etc?
